Emergency 911 Services on Voradian Network

Solution

Emergency 911 / E-911 Services on VORADIAN Network

Introduction

VORADIAN provides the ability for all US & Canadian Customers/ Subscribers to dial 911 and access their local emergency responder services 24 hours 365 days. For callers on the VORADIAN network dialing 911 from a successfully registered device with an Emergency Caller ID assigned, the caller can expect one of the following events to occur;

1.    Telephone numbers submitted with validated address location information qualify the call as an E911 call and will be routed to the closest 911 operator in a Public Safety Answering Point (PSAP).  There may be multiple PSAPs within the same exchange, or one PSAP may cover multiple exchanges. The territories or Emergency Service Zone covered by a single PSAP is based on the dispatch and response arrangements by fire, police, and medical services for a particular area.

2.    Telephone numbers submitted without address location information will be routed to a ‘National Emergency Services Call Center’ 911 operator who will;

a)    Request the address location of caller and route the call to the nearest PSAP.

b)    If the call is dropped or hung up, the national emergency call relay center will try to contact the caller or contact the DID service provider (Voradian) to determine the location of the caller to route or notify the nearest PSAP of the emergency.

3.     If ten zeros (0000000000) are located in the ‘E911 Caller ID’ field, the call will play fast busy, or the ‘Emergency Caller ID’ field within a SIP TRUNK Domain has ten zeros (0000000000) the call will play fast busy and will not allow call flow into a PSAP. This indicates that the customer account is not registered with Emergency 911 Service and calls can not be routed to the PSAP.

Unregistered 911 Call

In cases where a 911 Caller ID number is configured for a User in the PBX portal without a valid service address location registered in the E911 location database, the CUSTOMER will be charged $250.00 + $1.99 standard rate per call for 9-1-1 dialed calls routed the ‘National Emergency Services Call Center.' This is also referred to as an ‘Unregistered 9-1-1 Call’. A “valid service address location” means, the physical address of the device from which the 9-1-1 call was originated. It is the sole responsibility of the Customer to ensure that the Customer’s valid service address locations is properly configured in the VORADIAN platform to enable PSAP to properly identify customer’s location to dispatch local emergency responders.

3rd Party 911 Provider Databases

It’s important to understand that our 911 provider’s database operates separately from any other 911 service provider’s databases.  Meaning, if you are in the process of Porting-In an active Telephone Number to VORADIAN’s network from another service provider with E911 enabled, until you register the address location to that specific Telephone Number in VORADIAN’s 911 provider’s database, the Telephone Number is considered unregistered, and any 9-1-1 dialed calls will be routed to the ‘National Emergency Services Call Center' at a charge of $250.00 per call + $1.99 standard rate per 9-1-1 call.

Assigning and Managing 911 Caller Information

The assignment and management of Emergency 9-1-1 information for a Telephone Number is accomplished thru systems configuration at VORADIAN’s back office engine and customer management portals within our network. This is a two-step process, and both must be completed to activate E911 functionality for the Customer. This is completed during the initial provisioning and configuration process of the customer’s telecommunications services.

It is extremely important that Customers provide Voradian with an accurate and Valid Service Address Location or addresses, at the time when the services are ordered.  A customer may have a different billing address, but the Service Address Location or addresses MUST be where the actual telephone or device is located. If an end-user (employee) is telecommuting or working from a remote location and Voradian phone service is used at that location, the address of that location where the end-user is located (Service Address Location) must also be provided for that specific phone number or extension.

Waiver of E-911 Service Option

Customers have the option to waive and not subscribe to Emergency 911 services from Voradian. If the customer so choose, the customer must submit a written waiver, signed and notarized, waiving the Emergency 911 services from Voradian. The signature must be hand signed (electronic signature is not accepted) in two original duplicates on a form provided by Voradian. If the customer have an employee who telecommute or work remotely using Voradian phone service, that individual must also execute a signed, notarized document acknowledging that Emergency 911 services will not be available to them using Voradian Phone Services. Thereafter, Customer will assume all responsibilities and liabilities associated with such waiver. In some government jurisdictions, the waiver option may not be available.
